Australian Forum of Explosives Regulators AFER
The Australian Forum of Explosives Regulators (AFER) is a forum of explosives regulators which is responsible for the development of nationally consistent explosives legislation. The Office of Australian Compensation and Safety Council (OASCC) within the Department of Education, Employment and Workplace Relations (DEEWR) provides Secretariat support to AFER.
In a positive step towards greater national consistency, the ASCC has agreed to AFER having a web presence within the ASCC website. Previously, information relating to the transport of explosives was located on the website of the Department of Infrastructure, Transport, Regional Development and Local Government.
About the Australian Forum of Explosives Regulators (AFER)
AFER is made up of Commonwealth, State and Territory regulators as well as representatives from other relevant government authorities and industry representatives.
AFER oversees the development of a nationally consistent framework for the safety and security of explosives, and reports to the Workplace Relations Minister’s Council (WRMC) on issues relating to explosive regulation.
AFER’s main functions are to:
- Provide recommendations to governments through the WRMC on nationally consistent explosives regulation.
- Advise governments on all aspects of explosives regulation including; safety, classification, authorisation, packaging, labelling, manufacture, transport, import, export, storage, handling, sale, use, disposal and (as appropriate) security.
- Promote the development and implementation of nationally consistent legislation and safety and security standards to Ministers, heads of agencies and associated parties.
- Share and transfer knowledge between regulatory authorities for safe, secure and consistent explosives regulation.
- Review incident/accident information and investigation results to improve safety and security outcomes nationally in explosives regulation.
- Provide a forum for industry to share knowledge and to identify and resolve explosives related issues.
